His environmental practice includes representation of clients in the acquisition, sale, and redevelopment of contaminated property, general and coastal zone land-use, wetlands issues, and general environmental compliance and litigation. His construction practice includes representation of contractors, designers, and commercial property developers. He has served as outside counsel to the South Carolina Department of Health and Environmental Control on CERCLA litigation matters and as outside counsel to the South Carolina Coastal Council (former SC DHEC Office of Coastal Resource Management), including the landmark case of Lucas v. South Carolina Coastal Council. View Full Bio Mr. Dargan obtained his undergraduate degree in English at the College of Charleston, studied abroad at Oxford University, Oxford, U.K., did graduate work in English Literature at Clemson University, and graduated cum laude from the University of South Carolina School of Law, where he was on the editorial staff of the South Carolina Law Review and a member of the Moot Court National Team, Order of the Coif, and Order of the Wig and Robe as well as a Legal Writing Instructor for first-year students. He is a past Chairman of the South Carolina Bar Association’s Environment and Natural Resources Section and a past Vice Chair of the American Bar Association’s Section of Environment, Energy & Resources, Committee on State and Regional Environmental Cooperation. Mr. Dargan is also a past Member of the Mount Pleasant Board of Zoning Appeals.
